متن سخنرانی دکتر شادنوش در افتتاحیه نشست مشورتی بین المللی سلامت نیروی کار:

بسمه تعالي

خدمت مقامات و ‌مديران محترم سازمان جهاني بهداشت و سازمانهاي بين المللي و نمايندگان، صاحبنظران و كارشناسان گرامي كشورهاي منطقه مديترانه شرقي ( EMRO ) و دیگر کشور های حاضر در این نشست كه افتخار خدمت گذاري ، ميزباني و استفاده از اطلاعات و تجارب علمي و تحقيقاتي شما عزیزان،  نصيب ما شده است سلام ، عرض ادب و خير مقدم دارم .

خانمها و آقایان ،

همانگونه كه استحضار داريد موضوع توسعه پايدار یک هدف و تعهد بين المللي است و تمام دولتها باید براي رسيدن به شاخصهاي توسعه پايدار تلاش كنند و از طرفي ركن اصلي و محور توسعه پايدار ، سلامتی و صیانت از ‌نيروهای انسانی است که در این توسعه نقش دارند.  در جمهوری اسلامی ایران،  دانشگاه های علوم پزشکی علاوه بر تربیت نیروی انسانی در مقاطع مختلف برای ارائه خدمات سلامتی و پژوهش در زمینه های مختلف سلامتی، وظیفه ارائه خدمات سلامتی در عرصه های پیشگیری، درمان و توانبخشی را نیز با ارائه خدمات مستقیم بخش دولتی و نظارت بر ارائه خدمات بخش خصوصی دارا می باشد. در این راستا دانشگاه علوم پزشکی و خدمات بهداشتی درمانی سمنان توانسته است با حدود 25 سال سابقه و داشتن برنامه استراتژیک و دور نما و ماموریت مشخص علاوه بر تربیت نیروی انسانی مورد نیاز استان و کشور از رده های فوق دیپلم تا پی اچ دی در رشته های مختلف علوم بهداشتی، پیراپزشکی ، پرستاری و مامایی و توان بخشی و دکترای حرفه ای پزشکی و تخصصی با داشتن دانشکده های پزشکی ، پرستاری و پیراپزشکی ، توانبخش و بهداشت، نقش خود را در تامین سلامت آحاد جامعه ایفا نماید. هم چنین این دانشگاه در عرصه ارائه خدمات سلامت در زمینه پیشگیری، یکی از استانهای پیشرو در کشور بوده و با ایجاد دسترسی 100درصدی مردم در شهر و روستا به خدمات بهداشتی در اقصا نقاط استان با خانه های بهداشت روستایی، پایگاه های شهری و مراکز بهداشتی درمانی روستایی و شهری و رسیدن به شاخص های برتر سلامتی در سایه شاخص های مناسب اجتماعی موثر بر سلامتی در سایه همکاری های بین بخشی مناسب، مشارکت مردمی قوی و استفاده از تکنولوژی های مناسب، کارآمد و اثر بخش و ادغام خدمات سلامتی به ویژه خدمات و مداخلات سلامت شغلی در نظام پی اچ سی ، ایجاد تشکیلات و ساختارهای سلامت حرفه ای در صنایع و کارخانجات  بزرگ و کوچک  به صورت عمومی و تخصصی و ایجاد ارتباط اعضاء هیات علمی دانشگاه با کارکنان اجرایی به موفقیت های چشمگیری دست یابد و همواره مورد توجه وزارت بهداشت، درمان و آموزش پزشکی برای اجرای طرح های پایلوت سلامت به منظور تعمیم آن در کشور باشد. در زمینه های ارائه خدمات درمانی نیز تقریبا تمام نیاز های درمانی مردم در سطوح تخصصی و فوق تخصصی در استان قابل برآورده شدن است. دانشگاه علوم پزشكي و خدمات بهداشتی درمانی سمنان نقش تولیتی خود در سلامت مردم را از طریق کارگروه سلامت و امنیت غذایی و عضویت در دیگر کارگروه های استانداری و ارتباط با مقامات ، ‌مديران و مسئولين محترم اجرايي استان ایفا نموده و در جهت رسیدن به پوشش همگانی سلامت گامهای بزرگی برداشته است. سازمانهای بیم گر نیز به پوشش های بالایی از نظر بیمه ای علی الخصوص بیمه کارگران دست یافته اند و در این زمینه دولت نیز در نظر دارد تا در سال جدید گامهای بزرگی در زمینه عدالت در سلامت بردارد. این دانشگاه در ضمن رعایت اسناد ملی و سیاست های وزارت بهداشت، در زمینه سياست گذاري ،‌برنامه ريزي ، تدوين و اجراي راهكارهاي عملياتي براي سلامتي جامعه كه نيروي كار نيز بخش مهمي از جمعيت استان را تشكيل مي دهد مستقل عمل می نماید و با توجه به نیازهای استان تفویض اختیارات وسیعی از طرف دولت به دانشگاه های علوم پزشکی انجام شده است. همانطور که به استحضار رسید اين دانشگاه دارای دانشكده بهداشت است و دانشجويان رشته هاي بهداشت حرفه اي ،‌ محيط و عمومي را تربيت مي كنيم كه نقش اصلي در امر تأمين سلامت نيروي كار در این استان  كه داراي نيروي كار فعال جوان ، منابع كشاورزي و معدني متعدد  ‌مي باشد، دارد.

 از سوي ديگر در نقشه استراتژيك دانشگاه ،‌ به حضور دانشگاه در عرصه هاي ملي و بين المللي توجه ويژه اي شده است. همچنین، اعتقاد داريم كه ايجاد ارتباط و استمرار آن با سازمانهاي بين المللي سياستگذار و تأثير گذار در امر سلامتي نيروي كار مي تواند نقش مؤثري در دستيباي به اهدافمان داشته باشد كه يكي از راه هاي اين ارتباط ،‌برگزاري چنين نشستها ،‌سمپوزيوم ها و همايشهايي است . لذا دانشگاه با قبول اين نشست و كسب افتخار ميزباني شما عزيزان به خود باليده و افتخار مي كند. 

International Cosultation meeting on caring for all working people

I welcome the respected officials of world health organization, honorable managers of international organization, representatives and health professionals of eastern Mediterranean region (EMRO) and other countries. We are proud to be your host and we are gratitude and certainly honored to have you as our guests and will use your experiences and researches.

Ladies and Gentlemen,

As you are aware, the issue of sustainable development actually is considered to be universal goal and a worldwide commitment. All States should make efforts to achieve sustainable development indicators. You certainly know that pillar of sustainable development, preservation of health and safe guarding of human forces, which play important role in this development.

In Islamic republic of Iran, universities of medical sciences in addition to educate professional manpower at various levels, perform researches in different fields. This organization offers direct health care services to people. These services include prevention, treatment and rehabilitation .They also supervise services for private sectors.

Semnan University of medical sciences(SUMS) with almost a 25 –year-old experience having strategic plan, clear mission and perspective in addition to training manpower needed for our province and country through conferring educational degrees ( from associated degree to PhD courses)in different branches in health sciences, such as : paramedical majors, nursing and midwifery, physiotherapy and health. SUMS plays its role in providing better health service delivery to the population well.

Our university in the field of providing healthcare services and prevention among other provinces has a favorite position.

About 100% avialibility of population to healthcare facilities in cities and rural area across the province, presence of rural health houses, urban health posts, rural and urban health centers are examples of advanced health indicators for our health service delivery to our population.

Achieving higher value of health indicators were possible under shadow of strong inter-sectoral collaboration, community participation and the use of efficient and appropriate technology. Integration of health services, particularly services and intervention on occupational health in Primary health care system has been fruitful. Creating the organization and structures of professional heath in small and big enterprises specifically, establishing relations between members of scientific groups in universities with executive staff has been remarkable success. These achievements were constantly monitored by Ministry of health and medical education so that Semnan province has been always chosen as a pilot for health researches. In the field of treatment delivery system, almost all necessary treatment for population at specialized levels is nearly provided.

The stewardship of Population health as one the important tasks of SUMS is done through cooperation with provincial health and food security committees, membership in other governor's committees and contact with officials, managers and honorable executive administers of the jurisdiction of semnan. There have been great strides for universal health coverage.

Insurance companies have higher coverage especially for workers and the government for social health justice had promised to take great steps regarding health justice in current year.

This university even does compliant with national instrument, policies of ministry of health and medical education,in the field of health legislation, planning, development and implementation of operational strategies for the health community which workforce constitutes a significant part of the population, act independently.According to the needs of our region great amount of devolution has been granted from the government to the universities.

As I mentioned this university has school of hygiene and we educate students for professional ,environmental and general hygiene whom play an essential role in human health care in this region which has potentially young active workforce, and  numerousagriculture and mineral sources.

On the other hand in strategic planning of universities , to the presence of universities in national and international areas has given particular attention. We also believe that creation of e sustainable relationship with international policymaker organizations capable to affect  safe manpower would be very important to us to achieve our goal .

One way to establishing such relationship would be these meeting, sessions ,symposium and gathering.
